1. The people in the story are people of Japanese ancestry in an assembly center in Salinas, California. They had just been to moved to this center and all of their baggage has been taken out of the train cars and are laying on the ground.
2. The people in the story are probably thinking why they're in the assembly center, how long they're going to be there for, and what their living conditions would be like.
3. The people in the story are probably feeling confused and anxious because they're all in a place they've never been before surrounded by military personnel, carrying weapons.
4. The relationship between the people in the assembly center is that they're all part of Japanese ancestry and that they're probably going to be in there for the duration of the war.
5. The people's luggage was just taken off of the train cars.
6. The story is about the people just getting to the assembly center and seeing all of the luggage on the ground to symbolize how many people were in the center, and all the disorder and chaos among the luggage could represent the disorder and chaos the people may have been feeling.
